Animal Law Section


The Animal Law Section of LACBA is made up of members from a broad variety of legal backgrounds, most of whom do not practice animal law as part of their daily law practices.  But all members share an interest in the improvement of animals’ conditions and status under the law. 

The Section thus promotes awareness and understanding of laws affecting animals, from the protection of wildlife and companion animals to issues relating to animal agriculture and scientific research. Members explore legal developments, advocate for humane policies, and share strategies to advance the ethical treatment of animals through education and legal reform.


Our Mission

Our mission is rooted in the belief that the law plays a powerful role both in protecting animals directly and also in influencing social attitudes and public policy relating to animals. Through panels, CLE programs, and public outreach, we help lawyers use their voices to drive progress and compassion.


Key Projects and Initiatives

Speaking Out for Elephants

The Animal Law Section is advocating to
send elephants Billy and Tina to a
sanctuary, instead of another zoo as
proposed by the L.A. Zoo. Animal Law
Section members Hon. Paul Bacigalupo
(ret.), Theresa Macellaro (Co-Chair), and
David Mannion (Vice Chair) describe why
zoos are inhumane for elephants.
